NOTE: Please read the Master Funding OpportunityAnnouncement for applicationpreparation instructions.It is anticipated that future central station hydrogen productionfacilitieswill be designed to co-produce electricity to improve the overall plantefficiency and economics. The objective of this topic is to solicitResearchand Development (R D) proposals to improve the overall economics ofcentral-station hydrogen production plants through technologies capable ofproducing high value coal-derived chemicals and/or carbon materials.Improvement to the economics might be achieved by producing high valuecoal?derived chemicals and/or carbon materials by utilizing the facilities,products, or intermediate products of a Central-Station facility. Thisstrategyalso has the benefit of potentially limiting the movement of our domesticchemical and carbon products manufacturing facilities to offshorelocations.The DOE is interested in furthering the development of chemical and carbonmaterials technologies beyond early laboratory?scale efforts in order tobettervalidate the technical and economic merits of the proposed process. In alaboratory-, bench- or small pilot-scale facility, the recipient willadvancethe state of development of a process directed toward making high valueproducts from coal. The process should be capable of synergisticallyutilizingthe facilities, products, or intermediate products of a central-station,gasification-based hydrogen production facility. Preliminary processeconomicsshould be provided to show that development work will meet the goal ofimproving the overall economics of that facility. The process beingdevelopedshould have the potential to achieve at least a 20% discounted-cash-flowreturnon investment when integrated with a central-station co-productionfacility.(Estimated total available funds = up to $5,000,000 for phases I and II, uptothree or four projects, three to four years duration; up to $3,000,000 forPhase III, up to two projects, up to two yearsduration)
